Phase 1 - downtown improvement project (complete)

We are pleased to announce that Phase 1 of the Downtown Improvement Project is nearing completion. While some final touches—such as sidewalk refinements and seasonal landscaping—await the warmer spring weather, this milestone represents a major leap forward in modernizing our Downtown corridor. Beyond essential utility upgrades, the new footprint creates a more inviting atmosphere with enhanced lighting, convenient parking, and accessible pathways framed by comfortable seating and vibrant greenery.

phase 1.5 - utility bury (Active)

We have now transitioned into Phase 1.5. Before the official Phase 2 construction can begin, utility lines along Main St between Maplewood Ave and Erie St will need to be relocated from overhead to underground. The work of installing that infrastructure is scheduled to begin in January 2026. By moving these power and communication lines beneath the surface, we are not only enhancing the visual appeal of our historic district but also increasing the long-term reliability of our utility services. In coordination with the project, Summit St between Monroe St and Erie St will receive new poles to accommodate Toledo Edison’s electric service improvements. Work is expected to be completed before the start of Phase 2 in July 2026.

phase 2 - Downtown improvement Project (Tentative July 2026)

Phase 2 of the Downtown Improvement Project is set to begin as early as July 2026. Phase 2 will extend the signature look and feel of Main Street’s first block through to the second, covering the area between Maplewood Ave and Erie St. Our goal is to complete the primary infrastructure—including roadways, sidewalks, and park enhancements—before winter, with final aesthetic touches wrapping up in Spring 2027.

“In Season One the new southbound on-ramp was opened to traffic and the new northbound off-ramp will be ready for traffic later this summer. The new substructure and beams have been set for the widened south side of the Monroe Street bridge over US-23 and major utility relocation work by First Energy (transmission), Toledo Edison (distribution), Columbia Gas, City of Sylvania (water), Frontier Communications, and Buckeye Cable are all nearing completion.


Season Two will include the most impactful and significant work of the project to the Sylvania community. There is a lot of chatter and anticipation about what motorists, businesses, and residents can expect.”

U.S. 23 at Monroe Street Interchange Modification, Sylvania

Monroe Street over US 23 will close Sunday night, March 8, at 9 p.m., and remain closed for 150 days.

  • Westbound to northbound on-ramp to northbound US 23 will permanently close Friday, March 6 at 9 p.m.
  • US 23 mainline will experience lane restrictions the weekend of Friday, March 6-Sunday, March 8, for traffic adjustments. 
  • Acres Road remains open between Alexis Road and Monroe Street.
  • Northbound on— and off— ramps to/from US 23 will remain open
  • Southbound on— and off— ramps to/from US 23 will remain open

PHASE 1.5 – UTILITY BURY – Update as of 3/20/2026

FET Construction will begin excavation work on Main St between Maplewood Ave and Erie St to install underground conduit for new utility lines. This is part of the Downtown Utility Bury project, in preparation for Downtown Transportation Improvement Project (Phase 2).

Due to this construction, beginning Monday, March 23rd, northbound traffic on Main St between Maplewood Ave and Erie St will be shifted to the southbound lane. No southbound traffic will be permitted in this section. Access to businesses and residences will be maintained at all times. This traffic pattern is expected to last approximately 90 days.

Please be aware that as with all construction projects, dates are approximate and are subject to change to due weather and unforeseen circumstances.

PHASE 2 – DOWNTOWN IMPROVEMENT PROJECT

Construction for Phase 2 is tentatively scheduled for July 2026. The City of Sylvania held a Public Open House on January 13, 2026 to showcase multiple exhibits and take public feedback for the Phase 2 project. Phase 1.5 milestones

Working Being Done:

Directional bore underground conduit under Monroe St at Summit St

Removal of trees along Main St from Maplewood Ave to Erie St

Traffic Adjustments: No traffic impacts

Stage 2

Dates: Mid-February 2026 – April 2026

Working Being Done:

Removal of portions of sidewalk and curb lawn on the east side of Main St from Maplewood Ave to Erie St

Minor sidewalk removal on the west side of Main St.

Installation of underground conduit and utility boxes on east and west side.

Traffic Adjustments: Main St northbound traffic from Maplewood Ave to Erie St shifted over to southbound lane. No southbound traffic.

Stage 3

Dates: April 2026 – July 2026

Working Being Done:

Electric and Communication companies install new cables and services.

Toledo Edison to install new power poles on Summit St.

Phase 2 - downtown improvement project

Traffic signals in Ohio are strictly governed by the Ohio Manual of Uniform Traffic Control Devices (OMUTCD). These are federal and state standards designed to ensure that traffic control is consistent across the country/state. According to Chapter 4 of this manual, a traffic signal cannot be installed or maintained unless the intersection meets at least one of nine specific criteria, known as “warrants.” These warrants act as a legal and safety checklist to prove a signal is actually necessary.

After reviewing the warrant analysis provided by our traffic engineers at DGL, it became clear that the Main and Maplewood intersection does not meet the required thresholds. For instance, Warrants 1 through 3, which measure vehicle volume, were not satisfied because the amount of traffic simply isn’t high enough to justify a signal. Similarly, Warrant 4 focuses on pedestrian safety, requiring approximately 100 pedestrians per hour to justify a light; our data showed only 34 pedestrians. Additionally, Warrant 7, which addresses crash history, requires at least five signal-correctable accidents per year, a benchmark this intersection again failed to meet.

Because the data suggests that even a four-way stop isn’t technically required—meaning Main Street could legally flow through without stopping at all—we had to find a middle ground. We believed moving directly to a two-way stop in a busy downtown area would be too drastic a change. Therefore, we are instituted a four-way stop as a safer, more appropriate transition.

“Yes, the bridge will be closing to all traffic for 150 days beginning March 8, weather permitting. The 150-day duration was established by the contractor, Miller Brothers Construction, in their bid for the project.”

“Yes, all interchange ramps will remain open during the closure EXCEPT the westbound to northbound US-23 ramp nearest to Cushman Road, which will close permanently in March. There may be also periodic ramp closures (less than seven days at a time) when old ramps are closed and traffic is moved over to the new ramps. Any ramp closures will be posted 14 days or more in advance.”

“Yes, Monroe Street will be resurfaced from the interchange to Nantuckett Drive in West Toledo as a part of this project. Work is scheduled to commence in May with nighttime milling and paving operations. Motorists can expect lane restrictions and travel time delays on Monroe Street for around 30 to 45 days while this work is completed.”

“Seney Park (named after the late, former Sylvania Mayor James Seney) will remain after the project, but will have a smaller footprint due to the new intersection configuration. After the ODOT interchange work has been completed the Park will have new trees, signage, and sidewalks to continue to honor the former Mayor for his 26 years of public service to our community.”

“Three traffic signals on the east side of the interchange are being reduced to one new signal at the intersection of Monroe Street, Alexis Road, and the northbound US-23 on/off-ramps. Acres Road will be removed between Alexis Road and Monroe Street. Also, the Alexis Road and Acres Road traffic signal is being removed and a new median will be installed from Monroe Street to just west of Taco Bell. Acres Road will be accessible to Alexis Road as a new right-in, right-out only unsignalized approach.”

Motorists should expect increased travel times on all adjacent local routes.”
